Grant Compliance Overview

Grant Compliance is the set of tools for disbursing funds to foreign charities while preserving the grantor's discretion and control, avoiding conduit treatment, and meeting sanctions and board-governance obligations. Open it from your Dashboard — click Grant Compliance. It is available to grant staff and board members.

Each step produces an immutable, hash-stamped record that links to the step before it, forming a traceable evidence chain for each grantee. This documents a compliance process and produces evidence; it is not legal or tax advice — attestation wording, voting rules, and governing law are configured with your counsel.

The lifecycle

The overview page shows the lifecycle as a set of step cards; click Open on a card to go to that tool. The steps run in order for a new grantee, then the annual review recurs each period:

  1. Grant agreement — publish and manage the versioned compliance agreement grantees accept. See Managing Grant Agreements.
  2. OFAC & due-diligence screening — sanctions-screen the grantee, its principals, and its jurisdiction, and record a due-diligence summary before any funds move. See OFAC & Sanctions Screening.
  3. Board review & approval — a grantee-specific board decision recording the exempt-purpose / anti-conduit finding and any delegated disbursement scope. See Board Review & Approval.
  4. Annual review — re-screen and review the period's reports to renew, modify, suspend, or terminate. Also covered under Board Review & Approval.

Supporting tools

Two more tools support the lifecycle once a grant is approved:

  • Disbursements — track releases against the board's delegated scope.
  • Salary-Use Reports — the reports grantees file, which you review at the annual review.

Why the records link together

The chain is what preserves discretion and control on paper: a recorded, clear screening plus a due-diligence summary unlocks the board's decision; the board's approval (with any delegation scope) authorizes the agreement to be accepted and disbursements to run within scope; and the salary reports the grantee files are certified against the accepted agreement version. Every later record traces back through the board approval to the original screening, so the whole grant can be substantiated end to end.
